Corppass Singapore: How to Set It Up and Use It (2026)

Corppass is mandatory for every Singapore business. Learn the roles, setup steps, e-services, and the six errors founders most often make.

In Short
Corppass is Singapore's authorisation system that controls what each person can do for your business on government portals: IRAS, CPF, MOM, and ACRA. Every company with a UEN needs it. You log in with Singpass, and Corppass checks your permissions. Set up two Admins from day one so a single departure never locks you out.

You finish incorporating your Pte Ltd, get your UEN, and the next message from your corporate secretary is "you'll need to set up Corppass." If you've never touched it, the portal feels opaque: Singpass logins, Registered Officers, Admins, Sub-Admins, e-services, Letters of Authorisation. Most founders we work with want one thing: a clear, founder-language explanation of what Corppass is, who needs to be set up, and how to avoid the mistakes that lock companies out of IRAS, CPF, MOM, and ACRA for weeks.

This guide walks through Corppass end-to-end for a Singapore founder: what it is, the roles, the setup steps, the e-services it unlocks, and the six errors we see SMEs make most often.

What Corppass is (and what changed in 2021)

Corppass (Singapore Corporate Access) is the authorisation system that controls what each person can do on behalf of a Singapore business when transacting with the government online. It is built and operated by GovTech, and it progressively replaced the older EASY and SingPass-for-business systems.

The important shift to know: since 11 April 2021, you no longer log in with a Corppass ID. Login is via your personal Singpass (or a Singpass Foreign user Account if you do not have an NRIC or FIN). Corppass then checks what you are allowed to do for a specific UEN. Think of Singpass as the front door for you as a person, and Corppass as the permissions system that decides what you can do once you're inside.

If you have a UEN and you transact with any Singapore government agency online, you need Corppass authorisation. There is no opt-out.

The four roles you need to understand

Corppass uses four roles. Getting them right at setup avoids most of the issues we see later.

Role Who it usually is What they can do
Registered Officer (RO) Director, partner, sole proprietor, or corporate secretary recorded with ACRA (or the equivalent for non-ACRA entities) Approves the first Admin appointment, either online or via a signed Letter of Authorisation
Administrator (Admin) Founder, CFO, HR manager, corporate secretary, or external accountant Sets up the entity's Corppass account; creates and manages all other users and Sub-Admins; assigns e-services. Most guides report a cap of two Admins per entity
Sub-Admin Office manager, HR, or finance lead Creates users and assigns selected e-services; cannot remove other Admins. Typically capped at ten Sub-Admins per entity
User / Enquiry User Staff member, payroll vendor, accountant Authorised at Corppass level for a specific e-service; Enquiry User has read-only access

A quick note on Preparer and Approver. These two roles you often see inside IRAS myTax Portal are not Corppass roles. They are IRAS constructs that sit on top of the Corppass authorisation. Once your Admin authorises someone for "Corporate Tax (Filing and Applications)" in Corppass, IRAS lets you assign them as Preparer or Approver inside myTax for the actual return.

How to set up Corppass after incorporation

Here's the five-step setup we walk every new client through.

  1. Get your UEN. Complete your company incorporation on BizFile+ (ACRA). Once your UEN and RO details are reflected in the back-end systems (usually within a working day), you can apply for Corppass; ACRA's post-registration guide confirms this is one of the first post-incorporation steps.

  2. Nominate your Registered Officer. This must be a director, partner, sole proprietor, or corporate secretary already on your ACRA record. If you are a solo founder with a single-director Pte Ltd, you are the RO by default.

  3. RO appoints the first Admin. The RO logs in to corppass.gov.sg with Singpass, selects the entity by UEN, and approves Admin creation. Approval can be online (a digital approval flow that takes minutes) or via a signed Letter of Authorisation (the IRAS Corppass step-by-step guide PDF includes the template, used when the RO is overseas or unable to do online approval).

  4. Admin creates users and assigns e-services. The Admin logs in, creates each person who needs access (internal staff, external accountant, payroll vendor), and ticks which agencies and e-services they can use: IRAS Corporate Tax, IRAS GST, ACRA BizFile+, MOM EP Online, CPF EZPay, Singapore Customs TradeNet, and so on. For external tax agents, the assignment is keyed to the agent's UEN (not personal Singpass), so the agent's staff log in with their own Singpass and inherit the access you granted to their firm.

  5. Users activate their accounts. Each new user gets an activation email with a Reference ID. They activate at corppass.gov.sg using Reference ID + UEN, then log in with Singpass from then on.

Most setups take 20 to 45 minutes if the RO has Singpass ready. They can take days if the RO is overseas without a Singpass Foreign user Account (SFA) already set up. Plan for that.

The e-services Corppass unlocks

If your business files tax, pays CPF, or hires foreigners, you will need Corppass. The most common e-services SMEs use:

  • IRAS myTax Portal: Corporate Income Tax, GST returns, Withholding Tax, e-Stamping, IR21 tax clearance for foreign employees, and Property Tax for corporate property owners.
  • ACRA BizFile+: annual returns, financial statements (including XBRL filings), changes to officers or registered address.
  • MOM: EP Online for Employment Pass and S Pass, Work Permit Online, and the myMOM Portal for related employer notices.
  • CPF Board: CPF EZPay for monthly contributions, and the e-Submission of Employment Income service used to file IR8A returns each March.
  • Singapore Customs: TradeNet for import and export declarations.
  • Other agencies: SkillsFuture and SSG for training grants, EnterpriseSG for grants like PSG and the upcoming EDGE scheme, PDPC for DPO registration, GeBIZ for government procurement.

If you outsource your accounting and payroll, the people doing the work need Corppass authorisation on your entity. This is normal and expected; it does not mean you've handed over control. You stay the Approver inside each agency's portal.

Foreign directors, foreign entities, and non-ACRA setups

Most Harvest founders are local, but a steady minority of our clients are Malaysian, Indonesian, Thai, or Vietnamese directors of Singapore companies. The Corppass paths differ.

Foreign director of a Singapore Pte Ltd (you have a UEN). Your foreign director registers for a Singpass Foreign user Account (SFA), then your Admin adds them as a Corppass user against your UEN. They can then log in to government services exactly like a local user. Plan SFA registration at incorporation, not three months later when ECI is due.

Foreign company without a Singapore UEN. If your overseas entity only deals with IRAS (for example, a foreign supplier with a GST registration obligation), do not try to use the local UEN flow. Use the Foreign ID Admin path; IRAS describes the registration process on the Corppass for foreign entities page.

GST-registered foreign business, trusts, REITs, MCSTs. These entities have IRAS registrations but not always an ACRA UEN. IRAS publishes separate Corppass forms for each category; follow the path for your specific entity type rather than forcing yourself through the standard local-company flow.

Six errors we see SMEs make with Corppass

These are the recurring problems that send founders to a corporate secretary in panic. Each one is preventable.

1. Sole Admin leaves without a successor. Most guides cap you at two Admins per entity. If you only set up one Admin and that person resigns, your company is effectively locked out of IRAS, CPF, MOM, and ACRA until you recover access through the Corppass helpdesk. Fix: always run with two Admins. A typical pairing is founder + corporate secretary, or founder + outsourced accountant.

2. Foreign director not onboarded via Singpass Foreign Account. If your director is based in Malaysia, Indonesia, or Thailand and has no NRIC or FIN, they cannot approve Admin creation until they register a Singpass Foreign user Account. Plan this at incorporation, not when ECI is due in three months. The AskGov Corppass thread walks through the foreign user path.

3. External accountant given both Preparer and Approver on IRAS. This collapses the segregation of duties the IRAS role split was designed for. Best practice inside myTax: external accountant is Preparer, director or CFO is Approver. The director then approves the actual submission inside myTax Portal.

4. RO won't or can't approve online; LOA path forgotten. If your RO is overseas, retired from active involvement, or uncomfortable with digital approval flows, use the Letter of Authorisation route from the start. The IRAS Corppass step-by-step guide PDF shows the LOA template, the RO documents to upload, and the submission flow.

5. Ex-staff and ex-vendor accounts not deactivated. When an employee leaves or you switch payroll vendors, their Corppass user account stays active until your Admin removes it. A former staff member can still see your CPF submissions or IRAS filings months after they leave. Add Corppass user review to your off-boarding checklist; review the full user list once a year.

6. Foreign-registered entities using the wrong setup path. If your entity has no Singapore UEN, do not try to use the local UEN flow. The IRAS Foreign ID Admin path exists for exactly this case.

A quick security note alongside the above: every Singpass and SFA login enforces 2FA (face verification, fingerprint, or SMS OTP). Treat your Corppass user list like your bank's signatory list. Two Admins, quarterly access review, immediate deactivation on departure.

Frequently asked questions

Is Corppass mandatory for my company? Yes. If you have a UEN and you transact with any Singapore government agency online (tax, CPF, work passes, ACRA filings), Corppass authorisation is mandatory. Login itself happens via Singpass (or SFA for non-NRIC/FIN users).

Who should be my Corppass Admin: me, my secretary, or my accountant? We recommend two Admins. Keep one inside the company (founder or CFO) so you always have control, and add a second who runs day-to-day administration (corporate secretary or outsourced accountant). Never run with a single Admin.

How do I give my accountant access to file tax and GST for us? Your Admin logs in to Corppass, creates the accountant as a User (or assigns access to the accountant firm's UEN if they are a registered tax agent), then authorises IRAS Corporate Tax and IRAS GST. Inside myTax Portal, the accountant is then assigned as Preparer; you remain the Approver and submit the return.

What happens if my only Corppass Admin leaves the company? You risk lockout from IRAS, CPF, MOM, and ACRA. Recovery means going through the Corppass helpdesk with supporting documents, which can take days while filings stack up. The fix is preventative: maintain two Admins from day one.

I'm a foreign director without Singpass. How do I log in? You have two options. Register for a Singpass Foreign user Account (SFA), then ask your Admin to add you as a Corppass user. Or appoint a local director or corporate secretary as the RO and Admin, and formally delegate authority to them.

Can I let third-party vendors (outsourced HR, payroll, secretary) submit on our behalf? Yes. Your Admin can add them as Users with limited e-service access (for example, only CPF EZPay or only IRAS GST). You can revoke access the moment the vendor relationship ends.

Outsource the Corppass admin if you'd rather not deal with it

For most of the founders we work with, Corppass is one of those compliance jobs that's quick to learn but exhausting to maintain: chasing approvals, deactivating ex-staff, re-pairing Admins when someone leaves, fixing access when an IRAS deadline is two days away.

Corppass administration is part of what our corporate secretarial service covers. We act as the second Admin for our outsourced accounting clients, handle the IRAS and ACRA filings each year, and keep the access list clean as your team changes. If you'd rather not think about it, book a free consultation. Charissa Guan at bSide Agency puts it better than we can: "Honestly, I don't even have to think about it. I know it will be there."

That's the headspace we'd rather you have for the parts of the business only you can do.
